Consumer Notice / Your Rights
Last updated: July 23, 2026
Cedar Elm Clinical Services provides this public website for educational resources, public information, and nonclinical resource updates. Cedar Elm is not currently providing counseling services through this website.
This page explains the current website posture, future clinical transparency commitments, complaint routes, and emergency-support boundaries.
Current website status
This website is not a counseling intake platform, client portal, scheduling system, clinical communication tool, emergency service, or treatment platform.
Using this website, reading Cedar Elm content, signing up for resource updates, or communicating through public website channels does not create a counselor-client relationship, therapist-client relationship, provider-client relationship, supervisory relationship, or clinical relationship.
This website does not provide diagnosis, treatment, psychotherapy, clinical advice, counseling intake, emergency monitoring, VA claims assistance, legal advice, custody recommendations, employment evaluations, or fitness-for-duty evaluations. This website is not continuously monitored.
No treatment records through this website
Cedar Elm does not maintain treatment records through this website at this stage.
Because Cedar Elm is not currently providing counseling services through this website, this site does not create clinical records, treatment plans, progress notes, diagnosis records, intake records, billing records, electronic health records, or client portal records.
If Cedar Elm later begins offering counseling services through approved clinical workflows, future clients will receive separate informed consent documents, privacy documents, record-request instructions, and clinical practice policies.
Resource updates are not clinical services
Cedar Elm Resource Updates are for nonclinical educational and resource-related communication only.
Do not use the resource-update form or email replies to submit private health information, diagnosis information, medication information, trauma details, VA claims information, custody information, legal information, counseling requests, or urgent safety concerns.
Cedar Elm Privacy Policy and Terms of Use provide more detail about the current website-only boundaries.
Licensing and disciplinary complaints
If Cedar Elm later begins providing counseling services, applicable licensing, supervision, informed consent, records, and complaint information will be provided through the appropriate clinical documents and practice policies.
For a licensing or disciplinary concern involving a professional regulated by the Texas Behavioral Health Executive Council, review the Council's Discipline and Complaints information and use its approved complaint form.
Completed complaint forms may be emailed to Enforcement@bhec.texas.gov or mailed to:
Texas Behavioral Health Executive Council
1801 Congress Avenue, Suite 7.300
Austin, Texas 78701
The BHEC complaint process is separate from Cedar Elm's website, resource updates, and internal communication. BHEC determines whether a complaint falls within its jurisdiction and involves a professional regulated by the Council.
Texas consumer complaints
For general Texas consumer protection concerns involving businesses, business practices, or scams, review the Texas Attorney General's File a Consumer Complaint information. This process is separate from the BHEC licensing and disciplinary process.
Complaints and attachments submitted to the Attorney General's Consumer Protection Division may be available to the public under Texas law. Do not include sensitive or confidential information. The Attorney General does not act as the complainant's personal attorney or provide individualized legal advice.
A consumer complaint is not an emergency route, counseling request, clinical communication, or emergency-support pathway.
Emergency support
Complaint routes are not emergency routes.
This website is not monitored for emergencies or urgent safety concerns. Do not use this website, resource-update forms, email replies, or public contact methods for emergency communication.
If this is an emergency or immediate safety concern, call 911. For mental health crisis support, call or text 988 or use 988 Lifeline chat. For Veterans Crisis Line support, dial 988, then press 1, chat online through the Veterans Crisis Line, or text 838255.
Future updates
This Consumer Notice will be reviewed and updated before Cedar Elm activates any counseling services, inquiry workflow, scheduling workflow, client portal, EHR workflow, payment processing, clinical documentation, or PHI-related process.
